The first step to design a web page is to sign up for a WebStarts.com account. WebStarts is a website builder that provides several different level of web page packages. If you're just getting started I suggest you choose the free option. You can always go back and upgrade your account later to get the professional features offered in the paid plans.
Once you've created a WebStarts account you're ready to begin and design a web page. Login and click on the 'edit site' icon and the WebStarts page editor will load. From the page editor you can click on the "Insert Text" icon to put a text box on your web page. You can the double click inside the text box to update and change the text. You can drag and drop the text anywhere you'd like it to appear on the page.
To add images to your web page you must click on the "Insert Image" icon. From there you can upload an image from your local computer or you can click on the search tab to search for images across the web. If you chose the option to upload an image, you can click on the thumbnail and then click "insert" to add it to a page. From there you can drag and drop your image wherever you would like it to appear on the web page.
You can click the 'view site' button at anytime to see what your web page looks like on the web. If you're happy with the changes you've made to your web page design then click the "Save" icon and your changes will be published to the web instantly. And that's how to design a web page.
